About the Firm
Built for the Fight Most Firms Won't Take On
Hulshoff Law was founded on a single conviction: that small businesses and individuals facing federal or state tax controversy issues deserve the same caliber of defense that was once available only to the largest companies with the deepest pockets.

The IRS comes prepared. So do we.
A Practice Built on Principle
When Hulshoff Law was established, the landscape of federal tax controversy was dominated by large firms whose resources — and fees — were out of reach for most businesses and individuals. The IRS, meanwhile, had no such constraints. It came prepared, well-staffed, and with the full weight of the federal government behind it.
The firm was built to change that equation. From day one, the mission has been to bring serious, experienced federal tax controversy counsel to clients who need it most — without requiring them to be a Fortune 500 company to afford it.
That mission has never changed. Every client who walks through our door — whether a closely held business facing a multi-year examination or an individual confronting a six-figure tax assessment — receives the same rigorous, strategic representation.

Ric Hulshoff
FOUNDER, PRINCIPAL, & MANAGING ATTORNEY
Ric Hulshoff has practiced federal tax controversy law since 1997. Before entering private practice, he spent 23 years as an attorney in the IRS Office of Chief Counsel — the division that litigates on behalf of the IRS in Tax Court and advises the agency on its most complex legal questions. He served as a Trial Attorney, Senior Trial Attorney, Senior Attorney in the Large Business & International Division, and ultimately as Associate Area Counsel for the Small Business/Self-Employed division in Las Vegas.
That background is not incidental to his private practice — it is the foundation of it. He knows how the IRS builds its cases, what arguments it finds persuasive, and where its positions are vulnerable. He has litigated civil tax matters in the United States Tax Court, the Court of Federal Claims, U.S. District Courts in Nevada, Arizona, and Utah, and the Courts of Appeals for the Federal, Seventh, Ninth, and Tenth Circuits.
His specialty practice includes captive insurance, conservation easements, foreign tax reporting and offshore voluntary disclosures, return preparer penalties, and marijuana industry tax issues. Clients range from closely held businesses and high-net-worth individuals to tax professionals facing IRS penalty assertions.

Our Approach
How We Work
Exclusive Focus
Our practice involves only tax controversy. That singular focus means every strategy, every argument, every negotiation is informed by deep, current expertise in how government tax authorities operate — and how to counter them.
Straight Talk
We tell clients what they need to hear, not what they want to hear. That means honest assessments of risk, realistic expectations about outcomes, and clear guidance at every stage of the process.
Prepared for Every Stage
From the first IRS letter to a Tax Court trial, we build every case as if it will go the distance. That preparation is often what brings the IRS to the table — and keeps our clients out of court.
